Payment of a fee in lieu of construction shall in no way obligate the Village of Mahomet to extend public water lines or sanitary sewers to provide service to any lands within the applicable subdivision, nor does it obligate the Village of Mahomet to construct street improvements, storm drainage improvements, sidewalks, or other public infrastructure within the applicable subdivision. Further, payment of a fee in lieu of construction does not relieve any land owner of the obligation to construct private infrastructure to serve any of the lands within the applicable subdivision, including but not limited to private stormwater drainage and management facilities.
