When construction of public infrastructure is deferred, the obligation to construct shall be placed upon the current and future owners. The obligation to construct public improvements in the future shall be documented via an annexation agreement, subdivision covenants, or other suitable means. The obligation shall be recorded with the Champaign County Recorder along with other subdivision documents so that future owners of the lot or lots might be made aware of the ongoing obligation. The terms and conditions of each deferral granted by the village shall be established from time to time by the Administrative Review Committee.
