These regulations are designed to provide standards and rules related to the making, reviewing, and filing of payments in lieu of construction for the public infrastructure improvements to benefit rural subdivision and development. The purpose of these regulations is to establish a system of payment of a fee or fees in lieu of construction of certain public infrastructure improvements when immediate construction is not reasonable but when construction of those improvements in the future can be reasonably foreseen. These regulations are intended to help assure provision of safe vehicular and pedestrian access, clean and adequate public water, sanitary sewerage and storm water drainage systems, and other improvements and facilities sufficient to serve the proposed subdivision and surrounding properties.
