§ 70.09 RESTRICTIONS IN RESIDENTIAL AREAS.
   (A)   Except as otherwise provided in this section, no person shall park, except in a fully enclosed structure, any truck exceeding 8,000 pounds gross vehicle weight rating (GVWR), truck tractor, semitrailer, pole trailer, trailer, bus, recreational vehicle, boat, camping trailer, commuter van, house trailer, motor home, mini-home, van camper, travel trailer or truck camper on any street or highway in a residential district for a longer period than is necessary for the reasonably expeditious loading or unloading of any like vehicle. The vehicles bearing the license plate designations of RV, RT or TA shall be irrefutably presumed to be a vehicle prohibited from parking.
   (B)   The provisions of this section shall not be applicable to any vehicle parked pursuant to a permit issued by the Village Clerk for a designated period of time not to exceed 72 hours. The permit shall be issued upon written application and shall set out the time period for which it is valid. The permit shall be affixed to the inside of the driver’s side of the windshield. Failure to so affix the permit shall subject the owner of the vehicle to the imposition of a parking fine as if the vehicle were parked on the street without a permit having been issued. No more than five permits shall be issued for any one vehicle within one calendar year.
   (C)   The provisions of this section shall not be applicable to any vehicle that has as its primary purpose the excavation of earth from, the placement of construction materials on, or the removal of debris or earth from a site for which a permit for the activity has been issued by the village for the construction, installation, maintenance or repair of any physical improvement upon a site when any vehicle is parked on or immediately adjacent to the site during any like activity.
   (D)   Any violation of this section is a Class B violation.
