§ 70.99 PENALTY.
   A written notice of violation shall be issued for all violations under the sections herein. The notice shall state that the vehicle has been in violation. The notice shall also indicate that each person may pay as the penalty for, and in full satisfaction of the violation, within ten days from the time the violation notice was issued, the initial fine amount indicated thereon. The fine may be paid by placing a check or money order in an envelope and depositing it in the courtesy box maintained for that purpose at the Police Department. The failure of that person to make the payment or request adjudication by mail within ten days of issuance shall render the person subject to the increased fine amount indicated below if paid within 30 days from the violation or prior to the village filing suit in the Circuit Court for the violation, whichever is later. The notice shall also state that failure to pay the appropriate fine within the time indicated in this section for such shall render the person subject to the penalties provided for in this section plus the court costs associated with filing of suit in Circuit Court. The minimum fines for violating sections of this chapter shall be as follows:
