(A) Except as otherwise provided in this section, no person shall stop, stand or park a vehicle within an alley in a manner or under conditions as to leave available less than ten feet of the width of the alley for the free movement of vehicular traffic or to stop, stand or park a vehicle within an alley in a position as to block the driveway entrance to any abutting property.
(B) Except as otherwise provided in this section, no person shall stop, stand or park a vehicle within an alley in a position so as to block a driveway to any abutting property.
(C) This section shall not be applicable to the following vehicles while in service: utility vehicles, freight carriers or other delivery vehicles, licensed garbage haulers or governmental or emergency vehicles.
(D) Any violation of this section is a Class A violation.
