Upon notification of a new user to the water facilities and/or the wastewater facilities of the village, the village shall establish a new account and shall cause an initial meter reading for user charge purposes to be accomplished within five days of notification. The village shall establish rates for the establishment of new accounts sufficient to cover the costs of initiating a new account and reading of the meter, payment of which shall be the sole responsibility of the user. The new account charge may be included on the first bill to the user.
