At least annually, the Village Treasurer shall review costs and expenses of the water and wastewater facilities of the village and the water facilities of the village, levels of income generated by the current fees and charges to users of the water and wastewater facilities, and make projections of the expenses and income for the ensuing year to determine if the existing rates are adequate or appropriate. Fees and charges shall be revised as necessary to reflect changes in costs and income.
