Pursuant to the Federal Water Pollution Control Act, as amended; federal rules, regulations and guidelines promulgated pursuant to the Act; and pursuant to Section 104b of the Illinois Environmental Protection Act, (111-1/2 Ill. Rev. Stat. § 1046), there is hereby imposed and levied upon all users of the village wastewater facilities charges and fees as are hereinafter fixed by ordinance to be utilized by the village as hereinafter provided to pay for operation, maintenance and replacement costs for the village wastewater facilities as well as related and appropriate costs including, but not limited to, financing costs, administrative costs and capital improvement costs.
