(A) Scope and duration. In the event that the Village Administrator shall declare one or more stages of water conservation to be in effect, the proclamation shall be applicable to all persons using water supplied by the village.
(B) Effect until official declaration. Whenever a Stage I, II or III Conservation Practice is declared to be in effect, it shall remain in full force and effect until such time as the Village Administrator declares that the particular stage of the high water usage, water shortage or water emergency is over and the measures applicable to it are no longer in effect.
