§ 31.60 ADVISORY TREE AND NATURAL RESOURCE COMMITTEE
   (A)   The Advisory Tree and Natural Resources Committee shall consist of three members from the resident and business population of the city to be appointed by the Mayor with approval of the City Council. The appointees shall be appointed to serve staggered terms of three years, commencing the first day of January in the year of appointment. Upon expiration of a term, the appointee shall continue until reappointed or a successor is appointed. Absences from any three meetings in a year, unless excused in advance by the Chair, constitutes a vacancy. In event of any vacancy, the Mayor, with the approval of the City Council, shall appoint a person to complete the unexpired term.
   (B)   The committee shall choose its own officers, make its own rules and regulations and keep written minutes of its proceedings. A majority of the members shall be a quorum for the transaction of the business.
   (C)   Members of the Advisory Tree and Natural Resources committee shall serve without compensation.
   (D)   Meetings may be called at any time by the Chairperson, or in case of the absence of the Chairperson, by the Vice-Chairperson.
   (E)   No expenditures by the committee shall be made unless and until authorized for the purpose by the City Council.
   (F)   It shall be within the purview of the Tree and Natural Resource Committee to:
      (1)   Study, develop, update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and other public areas. Such plan will be presented to the council and upon their acceptance and approval shall constitute the official comprehensive city tree plan for the City of Mahnomen;
      (2)   Plan at least one community activity a year; and
      (3)   Consider, investigate, make finding, report and make recommendations on any such matter requested by the City Council in matters relating to tree preservation and natural resource sustainability.
