(A) It shall be the duty of all persons, corporations, and partnerships, collectively hereinafter referred to as persons, dealing in the purchase or exchange of second-hand or antique jewelry, coins, watches, diamonds, or other precious stones, cutlery, old gold, silver, platinum, or other precious metals, or any other second-hand manufactured articles, composed wholly or in part of gold, silver, platinum, or other precious metals to keep a daily register with LeadsOnline (Law Enforcement Automated Database Search) or a similar database approved by the Police Department, of every article purchased or exchanged by them in the course of their business and the persons from whom such articles were acquired. The register shall contain as minute a description of each article as is possible, including any identification numbers and the manufacturer's name, make and model number, as well as the name, date of birth, sex, race, legible right thumb print, address, driver's license number or state issued photo identification number, phone number, general description of the individual selling or exchanging the article, and his or her signature. The register shall also include a legible photograph of every article purchased or exchanged that does not have a serial number or identification number.
All persons engaged in business as described in (A) above, shall furnish to the Chief of Police each day at the police office by 11:00 a.m., an electronic copy of the register for all transactions which took place during the preceding day.
