§ 91.40 PERMIT.
   (A)   It shall be unlawful for any person to make any opening, breach, or excavation in any street, grassplot, sidewalk, alley, or other public way in the city, for any purpose whatsoever, without first obtaining a permit to do so from the City Engineer.
   (B)   Any person desiring a permit required by this section shall file a written application therefor with the City Engineer, stating in general terms the character of the opening, breaking, or excavation contemplated, and giving the width, length, depth, and location there of, and the time that will be required to complete same, and the purpose for which same is to be made.
