In order to insure that original construction of private and commercial access drives meet the standards of the city, and more specifically to improve and promote proper surface drainage of water, it is established that all driveways and entrances, serving business, commercial, charitable, educational, and private dwellings shall be constructed pursuant to plans approved by the City Engineer or his designated representative. After the aforesaid approval of the City Engineer, or his designated representative, then an access permit onto the city right-of-way; in existence or proposed will be issued by the City Engineer or his designated representative, and no aforementioned driveway shall be connected onto the city right-of-way without the access permit.
