(A) MMED may provide single-phase or three-phase primary electric line extensions along public right-of-way at its expense to render service to any customer for any permanent and continuing use within its service area.
(B) Should such extension exceed one thousand (1,000) feet and/or a construction cost exceeding three thousand dollars ($3,000.00) less transformers, metering and service cables, the customer will bear all such cost for the extension in excess of one thousand (1,000) feet and/or three thousand dollars ($3,000.00).
