(A) Homeowners - Single-Family Residence. MMU shall require from any customer or applicant for service a cash deposit to secure payment of bills except as noted blow. The cash deposit shall be in an amount to approximate two (2) times the estimated average monthly bill. If no average can be established, the deposit shall be no less than the following:

(B) Mobile Home, Rental Dwellings and Apartments. MMU shall require from any customer or applicant for service a cash deposit to secure payment of bills in an amount to approximate two (2) times the estimated average monthly. (C) Non-Profit Organizations. MMU shall require from any non-profit organization applying for service a cash deposit to secure payment of bills in an amount to approximate two (2) times the estimated average monthly bill. (D) All Other Customers. MMU shall require a cash deposit from all other customers or applicants for utility service(s) to secure payment of bills except as noted below. The required deposit shall be determined by the Customer Service Supervisor or his/her authorized representative on an individual basis at the time of application in an amount to approximate two (2) times the estimated average monthly bill. If no average can be established, the deposit shall be no less than the following:
