§ 51.17 POLICIES AND PROCEDURES MANUAL ADOPTED.
   (A)   The city does hereby establish and adopt a Policies and Procedures Manual for electric utility service provided by the city. The Policies and Procedures Manual, currently consisting of 107 pages, is incorporated herein by reference. All members of the public receiving utility service from the city are required to comply with the provisions of the Policies and Procedures Manual as same may be amended from time to time.
   (B)   Section I of the Policies and Procedures Manual contains general rules and regulations relating to: Application for Service; Measuring Electric Service; Resale of Electric Energy; Deposit; Refund of Security Deposit; Billing; Payment of Bills; Back Billing; Services Charges; Temporary Service Charges; Re-connection Charges; Disconnection of Service; Right of Hearing and Appeal; Meter Test and Adjustment; Employee Access; Moving or Relocating MMED Equipment; Cost Calculations; Use of Electric Service on Customer's Premises; Interruption Responsibilities, and Liability; Notice of Trouble; Rights-of-Way/Easements; Electric Line Placement; Emergency Service; Emergency Generator; Use of Service; Attachments to Poles; Customer's Responsibilities; Dangerous Conditions; Connections; Security Lighting; Street Lighting; Sale of Electrical Materials; Contract-Employees; Electrical Inspection Requirements; Certified Electrical Inspectors and Revisions.
   (C)   Section II of the Policies and Procedures Manual contains general rules and regulations relating to: Electric Utility Service addresses; Availability & Characteristics of Electric Service; Damage to Facilities; Overhead Distribution (General Provisions); Service Entrances; Overhead Service Wires; Extension of Overhead Primary Facilities; Relocation of Existing Overhead or Underground Facilities; Underground Distribution (General Provisions);. Additional Specifications for Overhead and Underground; Underground Utility Location; Existing Underground Facilities Prior to July 1, 1998; Trench Excavations; Clearances; Meter locations for all Types; Meter Installation; Electrical Requirements Concerning Motors and Industrial Applications; Electric Current Diversion and Tampering Policy; Grounding Information for all MMED Customers and Electrical Installation; Utility Easements and Rights of Access; Tree-Trimming Policy; Energy Curtailment and Service Restoration Procedures.
   (D)   The Policies and Procedures Manual contains miscellaneous forms relating to security light service and a schedule of rates for electric service.
   (E)   The Policies and Procedures Manual may be amended from time to time by the Superintendent of the Electric Department. Any change in rates requires the approval of the City Council.
   (F)   A copy of the Policy and Procedures Manual shall be made a part of the permanent records of the city.
