All GS-1 and GS-2 customers initiating new service or expanding their consumption of power after May 1, 1980 shall, if their electrical requirements exceed four hundred (400) amperes, execute a contract with the city providing that they shall pay a minimum monthly charge for power so that the city will be assured that it will recover its investment cost incurred in supplying the initial or expanded service requested by the consumer.
