The light, water, street, sewer and sewage disposal plant, and filtration plant committees of the City Council shall have the power to promulgate, from time to time, with the consent of the City Council, rules and regulations for the operation and maintenance of their respective utilities. Such power shall include the power to fix rates and charges for such utilities. Ordinances of the city presently in force regarding such utilities are continued in force until changed by the City Council or the respective committees as provided in this section.
