§ 90.26 NOISE DISTURBANCE.
   No person shall keep, harbor, or own any animal or animals within the city which create unreasonably loud and disturbing noises of such a character, frequency, intensity or duration as to cause unreasonable and substantial annoyance to persons of ordinary sensibilities in the neighborhood or the immediate vicinity, unreasonably interferes with the use and enjoyment of such property, or is injurious to public health. Any person who shall allow any animal or animals habitually to remain, be lodged, or fed within any dwelling, yard or enclosure which he occupies, controls, manages, or owns shall be considered as harboring such animal or animals.
