The Labor Management Relations Commission shall, at its first regular meeting in February of each year, choose one of its members as President, another member as Vice-President, and another member as Secretary/Treasurer. The majority of the Commission shall constitute a quorum and no action of the Commission shall be binding unless authorized by a majority of the members at a regular or duly-called special meeting thereof.
