The first members of the Labor Management Relations Commission shall hold office for staggered terms. One-third of the members shall hold office for one year; one-third for a term of two years; and one- third for a term of three years, from and after the first day of January of the year of their appointment. Annually thereafter, on or before the first day of February in each year, the Mayor shall appoint members to fill vacancies caused by expiration, and the members so appointed shall hold office for a term of three years, beginning with the first day of January in the year of the appointment. If any vacancy occurs on the Commission by resignation or otherwise, the Mayor shall appoint members for the residue of the term or terms.
