(A) A seal is hereby adopted for the municipality, which shall be used by city officers to stamp all deeds, bonds, papers, and other process of the city required by state law or municipal ordinance, resolution, or other action of the Common Council to be authenticated by the city.
(B) The seal of the municipality shall be a stamp in the form of a circular disc with the words, "The City of Madison, Indiana," in letters raised in and around the rim thereof, and an impression of a pair of scales surmounting an emblematic figure raised in the center of the disc.
