All open automobile parking lots serving a commercial, industrial, institutional or similar use shall provide a landscaped screen, wall or fence along those property boundaries abutting a residential district or use. Such landscaped screen, wall or fence shall be maintained by the owner or lessee and a maintenance agreement shall be filed with the Administrative Official. Plans for the landscaping, wall or fence shall be as approved.
