Upon receipt of a fully completed application for a license, the County Clerk shall issue a license in the name of the applying individual. The license shall be nontransferable. The license shall be valid for one year after its issue date, unless revoked prior to that time as provided by this chapter. Before the date of expiration of the license, the license holder shall have to submit a new application in order to remain licensed.
