§ 54.60 BUSINESS HOURS AND PUBLIC ACCESS.
   (A)   The public business hours of all county buildings except the County Jail, the County Juvenile Detention Home, the County Nursing Home and the County Sheltered Care Home are 8:00 a.m. to 5:00 p.m. Monday through Friday, except holidays declared by the County Board pursuant to § 18 of the Civil Administrative Code of Illinois (20 ILCS 5/18).
   (B)   Entrance to any building during times other than those stated in division (A) of this section is strictly prohibited, except by the following classes of persons who shall be admitted to office areas assigned to them for their use in carrying out their official duties:
      (1)   Elected county officials;
      (2)   Appointed county officials;
      (3)   Employees and staff of elected and appointed county officials;
      (4)   Any authorized contractor, cleaning, maintenance, repair or other service employee while performing duties which have been arranged by Buildings Committee; and
      (5)   Any person who is specifically requested to enter into any building or office by an authorized individual listed in divisions (B)(1) through (B)(3).
   (C)   Proper identification of all persons such as a driver’s license, an official state or county identification card or other document which shows the identity of the person may be demanded by law enforcement personnel. Factors to be considered before identification is requested include, but are not limited to the following:
      (1)   The law enforcement official does not recognize the individual;
      (2)   The individual’s behavior; and
      (3)   The individual’s accessibility to office areas, work areas and restricted access areas.
