§ 51.03 COUNTY AUTHORIZED TO ISSUE PERMITS.
   (A)   The county is authorized and empowered to grant and issue a permit for a consumer fireworks display or a pyrotechnic display in the county outside the corporate limits of any city, village or incorporated town upon a proper application therefor by any person, being filed with the Planning and Development Department pursuant to the terms and provisions of state law. The applicant must meet all requirements of state law for the conducting of a consumer fireworks display or pyrotechnic display.
   (B)   The application for the permit shall be filed in writing with the Planning and Development Department at least 15 days in advance of the date of the display, and shall include all of the information and documentation required by §§ 51.04 or 51.06 of this chapter as applicable.
   (C)   The applicant shall also submit a copy of the application to the Fire Chief providing fire protection coverage to the area where the display is to be conducted.
   (D)   No permit granted by the county for a fireworks display shall be transferable.
   (E)   A permit shall be issued only after inspection of the display site by the Fire Chief providing fire protection coverage to the area where the display is to be conducted, or his or her designee, to determine that the display is in full compliance with the rules adopted by the State Fire Marshal.
   (F)   Issuance of any permit is conditioned on compliance with the provisions of state law and the regulations of the State Fire Marshal adopted hereunder, as well as compliance with the provisions of this chapter.
   (G)   The permit fee for a pyrotechnic display or a consumer fireworks display is $25, which must be submitted with the permit application.
