Pursuant to state law, a permit may be issued by the Madison County Clerk to bona fide religious, charitable, labor, business, fraternal, educational or veterans’ organizations that operate without profit, which have been in existence continuously for a period of five years, or is an affiliate of a national or state organization that has been in existence for five years, or to a non-profit fundraising organization organized for the sole purpose of providing financial assistance to an identified individual or group of individuals suffering extreme financial hardship as a result of an illness, disability, accident or disaster.
