§ 3-5.15 UNATTENDED TRUCK AND TRAILER PARKING PROHIBITED.
   (A)   Chapter XI of the Uniform Traffic Ordinance is amended by adding thereto a new section to be designated § 11.9 to read as follows in § 3-5.15(B).
   (B)   Section 11.9. unattended truck trailer parking prohibited. No person shall park any truck trailer on any street in the city which trailer is not connected to a truck tractor or other motor vehicle capable of moving such trailer at all times, except when a permit is granted by the Police Chief, or his/her designated representative. Permits shall not be granted in residential zones and shall not be issued more than three times per calendar year per permittee. A permit issued under this section does not authorize the violation of any other provisions of the Uniform Traffic Ordinance.
   (C)   Truck parking prohibited in certain areas. 
      (1)   No person shall park any commercial motor vehicle as that term is defined in the California Vehicle Code on any residential street, or any street which is residential in nature, within the city. This sub-section shall not apply to a commercial motor vehicle which is engaged in the active loading or unloading of goods.
      (2)   No person shall park any commercial vehicle at the curb or shoulder along streets designated by the City Engineer and posted accordingly where parking of such commercial vehicles represent a public nuisance or is likely to be detrimental to public peace, safety, and health or welfare. This section shall not apply to a commercial vehicle which is engaged in the active loading or unloading of goods or providing service.
