§ 10-3.1502 INITIATION OF PROCEDURE.
   An amendment may be initiated by:
   (A)   Resolution of intention of the Council;
   (B)   Resolution of intention of the Commission; or
   (C)   The verified application of one or more of the owners of the property within the area proposed to be changed.
