Prior to the filing of an application for a tentative subdivision map for a subdivision of five or more parcels, the subdivider shall submit plans and data related to the design, layout, grading, existing noise levels, and other features proposed for the development as required by the department. The data obtained shall be submitted to the Development Review Committee for preliminary review and comment. Within 28 days after such submittal, the Development Review Committee shall advise the Planning Commission in writing of any comments it desires to make and any changes to the proposed plan it deems appropriate as a result of its preliminary review. Upon receipt of the Development Review Committee comments, grading, building design, landscaping, building layout, the subdivider shall cause to be prepared a tentative subdivision map pursuant to the provisions of this chapter. A preliminary map and Development Review Committee review shall not apply to condominium conversions unless required by the Planning Director. The tentative subdivision map may be submitted to the Development Review Committee in lieu of a preliminary map. If such is submitted, the review time by the Development Review Committee shall not be considered as a part of the time limit specified by § 10-2.402.6 for Planning Commission action.
