Except as otherwise may be provided in this chapter, the Council shall consider at each meeting only those matters which are designated on the agenda for each meeting. The agenda shall be prepared by the City Clerk, under the direction of the City Manager, and shall be arranged in accordance with the Council's order of business as set forth in the City Council's rules and procedures. The agenda and reports shall be posted as required by state law.
