§ 113.10  SALES TO MINORS, HABITUAL DRUNKARDS AND MENTAL INCOMPETENTS.
   No licensee and no employee, agent or servant of any licensee hereunder, shall see, give, or deliver any alcoholic liquor to any minor, or to any intoxicated person, or to any person known to be a habitual drunkard, spendthrift, or insane, feeble-minded or distracted person.
