Whoever violates any provision of this code or other ordinance or resolution of this county for which another penalty is not specifically provided, shall be fined not more than $1,000 for each and every violation thereof, and every day the violation continues shall constitute a separate offense. This penalty does not restrict the imposition of civil penalties provided for failure to make returns or pay any taxes levied by the county.
