Appeals of addressing and/or street naming decisions of the ETSB under this chapter may be initiated by filing a written petition for review with the ETSB, stating the specific reasons for the appeal. The appellant shall then have the right to a hearing before the ETSB. The appeal shall be limited to a review of the record by the ETSB and limited to the issues raised in the petition for review. Any decision rendered by the ETSB or its designee on a petition for review shall be final.
