(A) Procedures to enforce this chapter may be commenced by the State’s Attorney no sooner than 15 days after written notification of a violation thereof is made by certified mail by the ETSB to the violator.
(B) No portion of this chapter shall be applied so as to adversely interfere with the activities of any city or village in this county. Should any application of the provisions of this chapter adversely interfere with any activity of any city or village within the county, the application shall be void and of no effect.
