§ 92.01 DEFINITIONS.
   For the purpose of this chapter, the following terms, phrases, words, and their derivations shall have the meaning that is provided in the current National Emergency Number Association (NENA) Standard Guidelines as referenced by the United States Postal System, unless the context clearly indicates otherwise, or except where the NENA Standard Guidelines are modified to be in conformance with county zoning ordinance definitions.
   ACCESSORY BUILDING. A building which is clearly incidental or subordinate to, and customarily utilized adjacent to and in connection with, a principal structure located on the same zoning lot, including but not limited to a residential garage, storage shed, swimming pool, barn, or grain bin.
   ADDRESSING SYSTEM. As used herein, a grid ADDRESSING SYSTEM whereby quadrant dividing lines, running north-and-south and east-and-west, extend outward from the point of origin at the intersection of North/South Main Street and East/West Main Street in the center of the City of Decatur.
      (1)   Beginning from the point of origin, a house number shall be assigned for each grid interval, or every 5.28 feet, or each one-one-thousandth mile, there being 1,000 intervals per mile. Intervals of greater or lesser length may be determined by dividing the actual distance of the street section by 1,000.
      (2)   Beginning from the point of origin, even numbers are assigned on the north and east sides of streets. Odd numbers are assigned on the south and west sides of streets. The numbers shall increase consecutively by an increment of two for each interval.
   HOUSE NUMBER, STRUCTURE NUMBER or STRUCTURE ADDRESS NUMBER. The number assigned to consecutive intervals along a street pursuant to the addressing system contained herein.
   MAJOR LANDMARKS. Include but are not limited to cemeteries, parks, major bridges, and boat launching ramps.
   NONCONFORMANCE. Any failure to comply with the provisions of this chapter, including but not limited to, by way of example, a number out of sequence, odd or even number on wrong side of street, rural route and box numbers in a 9-1-1–addressed area, numbers improperly affixed, numbers illegible, numbers unclear, numbers obstructed, numbers not visible, numbers not present, numbers of improper size, numbers not in contrast with the immediate background, weather-worn numbers, wrong numbers, non-approved numbers, and unofficial street signs designed and/or displayed in such manner as to cause confusion for emergency responders and/or the public.
   OCCUPANT. Any person, firm, entity, partnership, trust, corporation, association, or other organization that is occupying or leasing a building or other property for a period exceeding 30 days.
   OWNER. Any and all persons, firms, entities, partnerships, trusts, corporation, associations, or other organizations that own the fee title to, or have an undivided interest in, any building or property which is subject to the provisions of this chapter.
   PRINCIPAL STRUCTURE. A non-accessory building in which a principal use of the lot on which it is located is conducted, including but not limited to: residential building, mobile home, commercial building, industrial building, office building, school building, public building, communications tower, water tower, pipeline station or other utility structure, or a livestock barn or grain storage complex not adjacent to a residence or other non-accessory building.
   STREET. As used herein, refers in a general way to any type of road/lane/highway/street unless otherwise specified.
