Section 14.01 Appointment and Duties.
   The Council may by ordinance provide for the employment of a Municipal Engineer, who shall be appointed by the Mayor. The Municipal Engineer shall be a registered professional engineer in the State of Ohio and shall perform such duties as may be prescribed by the Mayor at the direction of the Building Commissioner. He shall receive such compensation in the form of fees or salary, or both, as may be provided for by ordinance of Council.
   Neither the Engineer or any of his assistants need be residents of the municipality.
   No contract shall be executed by the Mayor for engineering services unless authorized to do so by a majority of the members elected to Council. Council may, when it deems it appropriate, make provisions for the employment of a full-time Municipal Engineer.
