Section 4.12 Vacancies.

   Any vacancy in the Council or an office thereof shall be filled by majority vote of all remaining members of Council. In the event Council should fail to fill a vacancy in the office of a Councilman within thirty (30) days from the date such vacancy occurs, then the power of Council to do so shall lapse and the Mayor shall fill it by appointment within thirty (30) days thereafter. The person elected or appointed to fill a vacancy shall have the qualifications for the particular office specified in Section 4.02 of this Article, and shall hold office for the unexpired term, and until his successor is elected and qualified. When a councilman is elected by Council or appointed by the Mayor to fill a vacancy, such election or appointment shall qualify that councilman in all respects as if he had been elected by the voters.
