   Section 4.11 Employees of Council.
   Council shall appoint a Clerk of Council and such Clerk of Council shall perform duties specified in Section 4.04 of this Charter.
   Council may employ such other employees as it may deem necessary for the proper discharge of its legislative duties. Any person employed by the Council shall serve at the pleasure of Council and shall not be subject to Civil Service regulations.
