Should the owner refuse or neglect to promptly comply with the order to tear down and remove a building or structure condemned as a nuisance under the provisions of this chapter, or place the premises in a safe condition, the Housing Administrator or his or her authorized Administrator shall proceed with tearing down and removal of the building or structure, and/or removal from the premises of the remaining debris, and shall place the premises in a safe condition.
