The Housing Administrator or his or her authorized Administrator shall immediately notify, or cause to be notified, the owner, lessee, occupant, or mortgagee of record of any building or structure declared to be a nuisance under the provisions of this chapter, in writing, that a hearing has been set, stating the date, time and place, and that the owner, lessee, occupant, or mortgagee of record may appear and show cause why the city should not condemn the building or structure as a nuisance.
