Upon receipt of written notice that a building or structure is a nuisance under the provisions of this chapter, the Housing Administrator or his or her authorized Administrator shall set a hearing date and shall fix the time and place at which the owner, lessee, occupant, or mortgagee of record of such building may appear and show cause why such building or structure should not be condemned as a nuisance.
