The Utilities Superintendent, or his or her duly authorized agents, shall have free access at any reasonable time to all parts of each premises and building to or in which gas is delivered, for the purpose of examining the meter, pipes, fixtures, and other portions of the system to ascertain whether there is any disrepair or leakage of gas; provided, that in the case of an emergency, an inspection may be made at any time if proper identification is shown to the occupant, lessee, or owner of the said building or premises.
