§ 53.07 FEES AND COLLECTIONS.
   The City Council has the power and authority to fix the rates to be paid by gas consumers for the use of gas. All rates shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money received by the city on the account of the city’s gas system.
