Notwithstanding any other provision of this code and in addition thereto, it is unlawful for any person to permit or cause any noise, sound, music or program to be emitted from any radio, tape player, tape recorder, record player, public address system, CD player, television or other similar device outdoors on or in any park, when such a noise, sound, music, or program emitted therefrom is plainly audible at a distance of one hundred feet (100').
