8.11.05: SPEED RESTRICTIONS:
   A.   Basic Speed Restrictions: It is unlawful for any person to drive or operate a vehicle of any kind or character:
      1.   At a rate of speed greater than is reasonable or proper, having due regard for the traffic, service and width of the road, street or highway; or
      2.   At such a rate of speed as to endanger the life, limb, or property of any person; or
      3.   At a rate of speed greater than that posted by the Board of County Commissioners for the particular portion of road, street or highway being traversed. (1973 Code §21.28.050)
   B.   Duty of Driver to Decrease Speed: The fact that the speed of a vehicle is lower than the prescribed limits does not relieve a driver from the duty to decrease speed when approaching or crossing an intersection, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding road, street or highway or when special hazards exist or may exist with respect to pedestrians or other traffic or by reason of weather or other road, street or highway conditions, then speed shall be decreased as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering a highway.
