8.11.03: DEFINITIONS:
As used in this Chapter, the following words and phrases shall have the following definitions and meanings:
DRIVER: Every person who drives or is in actual physical control of a vehicle.
MOTOR VEHICLE: Every vehicle which is self-propelled but not operated upon rails.
MOTORCYCLE: Every motor vehicle equipped with a seat or saddle for the use of the driver and designed to travel on not more than three (3) wheels in contact with the ground, including a power cycle but excluding a tractor.
PERSON: Every natural person, firm, corporation, association or copartnership.
TRAFFIC-CONTROL DEVICE: Every sign, signal, marking and device placed or erected pursuant to a minute order of the Board of County Commissioners for the purpose of regulating, warning or guiding traffic under the provisions of this Chapter.
VEHICLE: Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except device moved by human power or used exclusively upon stationary rails.
WAY OPEN TO THE PUBLIC: Any road, alley, lane, parking area or other place adapted to and fitted for travel that is in common use by the public with the consent, express or implied, of the owner or owners of the area. (1973 Code §21.28.030)
