§ 71.05 OVERWEIGHT VEHICLES.
   (A)   It shall be unlawful for any person, firm or corporation to operate or cause to be operated on any public street or alley within the corporate boundaries and under the jurisdiction of the town, any motor vehicle or combination of motor vehicles having a total gross weight, with load, of 20,000 pounds, during the period beginning February l, to and including April 30, each year; provided, however, that this section shall not apply to a tractor-mobile home rig or special tractor-mobile home rig as those terms are defined in I.C. 9-13-2-181 and I.C. 9-13-2-171 or to the operation of buses that are not more than 45 feet in length on any segment of the primary system (as defined in I.C. 8-23-1-33) that was in existence on June 1, 1991.
   (B)   It shall be unlawful for any person, firm or corporation to operate or cause to be operated a tractor-mobile home rig or special tractor-mobile home rig on the public streets and alleys within the corporate boundaries within the town, unless such person, firm or corporation first secures a permit to operate the same from the Town Council of said town or any person designated by the Town Council to issue such permits.
   (C)   The Town Council, or any person designated by the Town Council shall grant a permit to operate a tractor-mobile home rig or special tractor-mobile home rig upon the public streets and alleys of said town to any person, firm or corporation upon such conditions as it deems reasonably necessary for the protection of such public streets and alleys and in this regard the Town Council may require the furnishing of a bond in an amount which the Council deems sufficient to indemnify the town for any damage to such public street or alley.
