§ 91.34 CONTROL OF RUBBISH.
   (A)   It shall be unlawful for any person, or persons, to throw or place any dirt, rubbish, nails, tacks, spikes, wire, broken bits of metal, glass, pottery-ware or any sharp or dangerous rubbish, stone, or metal of any kind in any street, alley or public way of the city, or allow any such item to accumulate on private property.
   (B)   Further, no owner, tenant, lessee or occupant of any and every building and place of business within the limits of the city shall allow the accumulation of the above named objects so as to be seen or observed from the public ways of the city.
   (C)   It shall be the duty of every owner, tenant, lessee or occupant of any and every building and place of business within the limits of the city to provide a suitable and sufficient receptacle for rubbish, refuse, and the like resulting from or existing because of the operation of a business or other commercial pursuit upon said property.
